Can i use 700x23 tubes on 25 tires? If so do i adjust the pressure?

Yes, they will work, and no change to the pressure -tire will behave the same. Do know in using too-small casting of a tube size in a bigger space (larger tire size) will stretch/thin-out the tube wall even more. If the tube is of poor quality, combine both and you will have more failures more often. Sounds like Cutter drafts their tubes from a mediocre source -you get what you pay for. Overall in this specific situation, this buy is economical, with a slight cost in long-use performance.
