Anyone know what's up with the indentation on the seat tube...

Anyone know what's up with the indentation on the seat tube just up from the bottom bracket? looks like a possible place for braze on front derailleur?

That appears to be the location for the clamp on front derailleur. It takes a 34.9 or 35mm clamp.
