I can say from experience that this pack has worked as a carry on 6+ times for me. Even fully expanded coming back from a New Zeland trip, it was allowed on as a carry on with a little nudge and a friendly smile. The KOA has tons of compression, so it could get pretty small if you're traveling light, however even at maximum size it may have only been a tiny bit larger than the requirements. With a shove, it fits perfectly into an overhead bin on United, Air Canada, Ryan air, Continental and Southwest planes. On one air Canada trip a stewardess questioned it at first, but general politeness, and a tiny bit of insisting it would fit gave me no problems. I was using a medium.
