Errr... can you tell me exactly what "softshell" material

Errr... can you tell me exactly what "softshell" material is? Polyester? Microfiber? Not fleece, I hope, because I'm looking for a lightweight, non-fleece vest. It'd be great if it is slightly water resistant, too.
