No external chest pocket for that season pass, ey? Where can I tuck my season pass that hangs around my neck under the hood?

Second question: no pull ties on the hood to make it tighter around my neck gator - on those blustery cold days?

I live in Colorado and January is coooooooooold! Will this keep me warm with a turtle neck and light weight fleece under the jacket with a temp of minus 10?
What is the outside temperature rating without wearing the fleece?
