Yes, these do fit over Shimano mountain bike shoe with SPD clips. The fit is good enough that clipping in and out is just as easy as when they are not on your shoes.
Keep the walking to a minimum though, they are "light" and not intended for any substantial amount of walking. Checkout the picture of my GBW Oxygen Light Overshoes as they start their second season. As you can see, the material around the cleats is completely gone. Scotch tape has done a good job of keeping them in service.
They are good at keeping your feet from freezing due to the Windstopper membrane, but they are not insulated. Quite comfortable this morning commuting the 15 miles to work in 36 degrees F. However when the temperature drops below freezing, I have to add a pair of GoreTex socks along with these overshoes to keep warm.
They do reasonably good in the rain as well, but only water resistant, not waterproof.
Like all my other Gore Bike Wear clothing, these are excellent. I wish they had kevlar soles, but then I suppose they would not be considered "light."
