Mountain Hardwear Lucania Dress - Women's

Does this dress fit true to size? The Mountain Hardwear sizing chart says a medium fits waist sizes 28-29.5 inches and a large fits 31-32.5 inches. My waist is 30 inches. Trying to decide between a M and a L. Thanks!
