If you're going to use it for skiing, or really anything too serious, I wouldn't go with the basic TNF Apex. I was not pleased with the fit of mine, so I upgraded to one in the summit series, which is more geared toward people who actually wear them in the backcountry as opposed to those who wear them on the street. That being said, the apex and the gamma mx are both softshells, whereas the strato is a fleece (which would be fine for layering, but maybe not for the backpacking/mountain biking.) If you want it to layer, backpack, and bike, I'd go with the Gamma MX softshell or a comparable TMF or MHW softshell. I have softshells in all three brands, and love them all - they'd all meet your needs.

If by "get the most for" you mean size, then you will probably want to go with either the one above or the Thule Atlantis 2100 XT. They're both 21 square feet, which will add a lot of space! Personally, I usually prefer Thule, which is the one on sale in this case. The Yakima one does have a lifetime warranty as opposed to the 1 year warranty from Thule. The Yakima one has a new, more aerodynamic design to reduce the drag you feel from it being on top of your car. Essentially, they will do about the same thing, so it comes down to preference and price.
