What is the Velcro item that is attached to one of the shoulder straps used for? It is a small grey loop of Velcro with red bungee type cords attached to it with a clear rubber tube around the cord? Also what are the two clear plastic loops on each side of the bottom of the bag used for they also have bungee cord adjustments?

The "Velcro item that is attached to one of the shoulder straps" is for the end of the tube.
The "two clear plastic loops on each side of the bottom of the bag" is to make the bottom of the bag smaller. so items not move in the bag when you run
